I think using that when our opponent is facing a third down, that would be a good time to break out the Ski-U-Mah cheer. A couple reasons:
1) Other Gopher fans don't need to be aware of it in advance. If we use it at a certain moment, the moment is here and gone before they can join in. But yelling in third down goes on and on, giving people ample opportunity to join in.
2) People often seem to run out of steam yelling on third down, and the noise can die off before the snap. You want that noise to continue until the snap. By giving the fans something specific to yell, they may be able to continue yelling longer.
