Why? Because more than anything, Harbaugh coaches the quarterbacks. With that vital relationship, it will seem odd if Harbaugh doesn’t receive the play calling assignment. Ciarrocca was quarterbacks coach and offensive coordinator at Minnesota.

So at this point, I don't know whether to think Simon wants to slowly gain more experience and is pumping the breaks himself, Simon actually isn't a great play caller most of the time and we have only seen his best games, or if PJ is really just sandbagging him due to the QB coach thing...
