Rules Committee adjusts targeting rule by removing 15 yard penalty if overturned



I can't believe it took this long. If we have already sat through the delay of the review, I could never understand why we would let a penalty stand after the officials had already verified that the ref made a mistake.
 

So what happens if you call targeting for a hit on a defenseless WR? is it still 15 yards if the hit is deemed not targeting then? I mean when is the penalty just for targeting? the only time i've ever seen it when it's a hit on a "defenseless WR" so it seems like it's still going to be a 15 yarder every time in my estimation anyways.
 

Could you clarify your point, it may be brilliant, but I missed it.
