I've visited, or lived in LA, DC, Phoenix, Seattle, as well as New York, Chicago, SanFran and for that matter all over East Asia (Tokyo, Seoul, Taipei, Hong Kong, Shanghai, Beijing, etc.) and parts of Europe and the Middle East.
If we're comparing Minneapolis to the likes of LA, obviously it's a smaller, more insular place and I'll be the first to admit that there is a lot of work to be done to make downtown a more lively destination. However, writing from experience, the thrust of your argument is utter balderdash.
The problem is, in my experience, those who haven't been to Minnesota view it pretty much the way you'd present it, as a place anybody with intellectual or cultural interests would never willing choose to live. Ridiculous. Phoenix? I like Phoenix, but really?
