Wonder if ACC is actually doing 11 total games, to the Big Ten's and PAC's 10 games? Or are they saying 10 total games with one of them non-conf. Wouldn't surprise me if there was some confusion on this.
The the ACC and SEC are locked into doing one non-conf game, because of the historic cross-conf rivalries.
I believe Big XII is also looking to +1, which also would make sense with 9 conf games (full round-robin, as they normally do) and another one to get to 10.
Too bad that Iowa-Iowa St can't somehow be accomodated. It could be done, if Nebraska would agree to play their 10th game against a Big XII team (Kansas? K-State? etc.)
Makes sense that if Notre Dame is playing an ACC conf schedule, that they'd be eligible. That also sets up the ACC to allow this in the future, if ND decides to join full-time in football.
