ESPN reported it as new allegations. In his resignation statement, he basically said he was resigning because his family (wife) was just sick of dealing with all of it.

According to an Oct.21 Sports Illustrated article, the Penn State investigation into Chambers' loosening the noose comment "discovered a previously unknown allegation of improper conduct by Chambers". I guess we'll see how much of this leaks out or is made public.
