Brian Bobek Question

Okay, the Big Ten can limit his Big Ten eligibility. Is the following scenerio possible?

He plays the next two years with the Gophers and then transfers to a Division 1-AA school for his 4th year.

Little Brian Bobek was last seen bringing a basket of baked goods to his grandmother's house, through the woods.

Doesn't Bobek have three years left? Did the Big Ten take one away? Can they do that? If so, I tihnk he would be able to graduate and play another year anywhere (outside the Big Ten) like Russell Wilson.
