Kicker situation

Apparently we have 2 other kickers on the roster besides Ellestad, both of whom have never played. Are both of these kids so terrible that they cannot beat Ellestad for the position? If so, why/how are they on the team?

Ellestad makes Jason Giannini look like Chris Jacke.
