I didn't think he was able to until second semester, but I am not entirely sure.

I'm sure he's practicing with the team. There were no scholarships available, so he had to walk on as a non roster player, meaning he couldn't start practice until the first game. I would expect that he's making his presence felt on the scout team. Second semester is when he be on scholarship.
