Insight Bowl Tailgating?

Anyone know of tailgating for regular fans at the game? And, for a thrifty student such as myself, most importantly, is it free? Or a fee to enter the tailgating area? Two years ago we ended up in a big tailgating "party" but I can't remember if it was free or how we even stumbled upon it to be honest. Any insight is appreciated. Thanks!
