There's obviously much complaining about officiating. Some of it is justified. Some of it probably a scapegoat mechanism.

I think that college hoops is in a bit of trouble in this area. Many of the top refs are getting up there in age and that probably isn't going to change.
The NBA has done a very good job addressing the ref issue in their league. They have a pipeline to promote refs over time in the D-League and the WNBA. They pay their refs a salary, give them benefits and manage their workload.
I can't see the NCAA getting involved and doing the same thing. The costs are too prohibitive. Also, if you do it for men's basketball, there would be much screaming to do it for women's basketball as well.
