The way it looks we have scholarships to offer and troy will be gone after this year so we need someone to replace him. Just thought its something for us to think about maybe a signing day surprise or something.

Did you notice on rivals we are the only team he has listed as low interest I don't see a reason to waste time on this kid he obviously doesn't want to play here

We stopped showing interest, thats why the low rating is there.

He is the kid that Kill pulled the offer from a month ago after Gardener committed. He is viewed as undersized by most schools but some compare him to Darren Sproles I don't know how effective he could be in the big 10 but if he is willing to come play here and we have an extra spot why not give him a shot.

There is no such thing as an "extra spot". It's not like they give you 25 spots each year regardless. It's a debatable point whether you should get as many as you can right now, or bank them for the future if you think that spot can turn into a more productive player. But never should you just give a spot to a guy because you currently have room and he'd probably take your offer. Kill has apparently determined that Chapman is not worth taking up a valuable scholarship slot given who we've lined up for this year and the players on the roster. Given his track record, I'll trust his judgment.
