The balance of power was in the legends before they split the divisions.
The idea they tried to balance power was a flat out lie. They weren't balancing power. They were balancing tv ratings. The most balanced divisions would have been east-west.
Iowa and Wisconsin had been as good or better as Michigan and Penn state in the previous 8 years leading up to the split.
Fact is this: whichever division had Ohio state was going to look like the stronger division regardless of who else was in it.
As it is, 3 of the 5 worst programs in the conference right now are in the leaders (purdue, Indiana, and Illinois). With two being in the legends (Minnesota and northwestern).
And id argue northwestern has been the best of those 5 over the past 15 years. Giving the leaders 3 of the bottom 4.
