I've been off campus all summer and havn't talked to any of the guys in my house, but last I heard as of May was that it was "visably dry" which basically means you can drink outside but it has to be in a red party cup. they might have changed that to completely dry which would be no drinking outside at all, but I won't know that until I move back to campus in a week.
