University presidents have to raise a lot of money. Fund raising is key for them. When UARK had their $1Billion program going, Chancellor White had to raise about $35,000 per hour - 24 hours a day.
This bleeds over into football. Those contributing large sums of money often want to be heard. Some university administrations do a better job than others of dealing with this - insulating a coach and allowing them to run their program their way. A coach passionate about coaching may choose less money and less spotlight so that they can follow their passion with less interference.
