per CBS:

The NCAA is taking steps to help ensure player safety when it comes to the increasing amount of concussions players suffer, and last month the NCAA created the Concussion Safety Protocol Committee for the Power Five schools. The committee's role is to review and approve each school's written procedures for handling concussions.

According to CBSSports.com's Jon Solomon, several Big 12 representatives argued that the policy did not go far enough because it did not contain language giving medical personnel unquestioned authority when it comes to caring for the injured players.

And then there's TCU team physician Dr. Michele Kirk. Kirk's problem with the policy is that it doesn't clarify that each school or conference has to use the same equipment, and believes it doesn't amount to much more than a PR stunt.

“That's one of our issues with the policy currently is it doesn't give a lot of teeth to anything,” Kirk told TCU360. “It's a huge PR stunt in our opinion and it doesn't give a lot of teeth to anything, because nobody's going to be using the same equipment to measure so we feel like that puts us at risk.”
