It seems to me charges would have to be filed for any action to be taken against the Notre Dame player. When charges are filed it is the responsibility of the School and the Athletics department to act.

If the school is stonewalling the investigation. that is another issue all together.

You'll never file charges now that the victim is dead. The accused player can't face his accuser, so nothing will happen. Public opinion does matter though and it still could blow up and be a black mark on the University. Especially if the coach handled much as Barnett handled it at Colorado...
