Actually 12th in the Big Ten if Maryland and Rutgers are factored in.

The Gophers have a relatively new stadium that provided a significant upgrade from the outdated Metrodome. As the only Division I (FBS or FCS) program in the state, Minnesota should land its fare share of in-state recruits. On the other hand, the school's location and climate make it a tough sell for out-of-state prospects. The Gophers also don't have much of an established football tradition and seems to be one of the few Big Ten schools with a clearly defined ceiling when it comes to success. Think five-to-eight wins, and not division or conference championships."

Don't disagree with a lot of it but would change "The weather is bad" to "There's a false national perception that the weather is so much worse than places like Wisconsin and Michigan".
 

Not impressed with the list, disagree with the alleged "ceiling" for Minnesota and the weather is no more of an issue for Minnesota in recruiting than the vast majority of their Big Ten competition.
 

Outside of maybe the top 15 or so, the rankings are largely based on recent (10 years or so) success. Most any job in an AQ conference can be a "good" job if you win enough. If win totals were equal over the past 10 years, would Iowa or Wisconsin be "better" jobs than MN? No way. But they've found coaches (and had administrative backing) that have made them nationally relevant, and have thus made them "good" jobs.

Just as with most things in sports, winning cures all.

I wonder what Northwestern's ceiling is. Or what was Wisonsin's ceiling in the 1980's. How about Oregon's ceiling in the early 1990's.

It makes my blood pressure rise whenever somebody suggests that the most Minnesota football can ever achieve is an occassional 9 or 10 win season. It's just not true. Things change. At some point in the future, it is totally possible that people will look back in amazement that the Gophers were ever as poor as they are now.
