I was wondering what the NCAA record is for most penalty yards in a game and, for a bonus, most penalty yards in a game by a the winning team. I have to imagine that not many teams have overcome 157 penalty yards to win the game.

According to the NCAA Record books:
Record for most penalties against one team in one game: 24, by San Jose State on October 4, 1986 (199 yards)
For most penalties against both teams in a game: 36, by San Jose State and Fresno State, October 4, 1986 (317 yards)
Most yards one team has been penalized in one game: 238 by Arizona State against UTEP on November 11, 1961 (on 13 penalties)
Most yards for both teams: 421 by Grambling and Texas Southern, October 29, 1977. (33 total penalties)
 

Amazingly enough, we're only 83rd in the country for penalties-per-game (7.22) and we have a long ways to go to catch up to Texas Tech (9.44).

Since you can't tell context on the internet very easily, I'm having a tough time discerning whether you understand how that list works.

The stat you quoted is "fewest penalties per game", not "penalties per game". That distinction makes a big difference. If it really were "penalties per game", Minnesota would rank 38th. In other words, we're the 38th-most penalized team in DI-A.

It will be tough for that ASU record to be broken, as most penalties that are 10 yards now (holding, block in the back) were 15 back then, and pass interference was a spot call.

You are correct. A poor choice of wording on my part. 15-yard penalty on me.
