    To other Anoka-Hennepin district schools? They're gaming the system then somehow. If they're open enrolling outside the district (Spring Lake Park, Centennial maybe?) that's fine.

    This. School districts don't have to allow intra-district transfers and many, if not most, do not. State law requires districts to allow open enrollment from OTHER districts unless the schools are full. There is no such requirement for school choice WITHIN a district.

    Same here, and it could result in an extremely subjective call deciding a game, which I don't like. That said, it seems that the rule interpretation change is more to dissuade coaches from trying to pull this in the future.
