    Maybe RF doesn't, but Whitewater surely does. I'm simply saying, as public schools that are directly funded by Wisconsin taxpayer money, I would like to see them choose to offer athletic scholarships to those largely Wisconsin based rosters (perhaps RF is an outlier in that regard).
