Is it possible that other states have implemented watered down high school academic standards much like Minnesota? Are the academically risky kids not appearing to be quite so risky coming out of school? That certainly doesn't explain how they stay eligible once at the U or other institutions...

St John's FB fits this bill. A friend's kid went to St John's a year or two removed from undergrad and was "on the football team." He was at about #28 on the depth chart for tight ends.
