I'd take a hard look at Joel Gordon at USF if making a change after this season. Spent time at ISU, is doing pretty well at USF, and has plenty of experience as a QB coach (and played QB himself).

If we end 9-3, yeah, somewhere between 20-25 is where we'll end the season. Win the next two and I could see us being ranked something like 24 or 25 to make the game against Oregon a top 25 matchup (potentially give them another top 25 win).

Either the both the D line and O line finally clicked, or Nebraska's lines are worse than ours...

Everyone involved with the run game needs to take a hike this off season.

Brian Callahan has used up all of his good will, we need to move on from him and find someone else who can develop our O-line and revitalize our running game.

To answer my own question, two examples of coaches that did move willingly between FBS programs are Mack Brown and Brian Kelly, so it's not unheard of, but still quite rare.

I haven't done the research, but how many D1 coaches have left for another D1 school after coaching at one for close to 10 years (and I don't mean got fired, I mean left on their own accord)? What about just FBS schools? I have to imagine if Fleck ever did leave on his own accord, he may be one...
