No doubt there come risks associated with having lots of intoxicated people on or near the row. However, it is a good problem to have, as it keeps fraternity row relevant for more than the first few weekends. If the U and the Greek system want to look at it strictly from a liability standpoint, they will miss out on a great opportunity to expand the base of active alumni. Whatever system is in place needs to be both family-friendly and alcohol-friendly, while addressing the increased security and wet-rush concerns. Using homecoming as the blueprint is probably the best idea, as it seems to run fairly smoothly. Expecting row to be "dry" at any point before or after a game is ridiculous, even during the first couple of weekends.
